Quebec Is All Set To Restart the Processing Of CAQ Applications Suspended Recently

The ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) of Quebec is all set to resume processing of CAQ applications. These were suspended recently by a suspension order.

MIFI issued a ministerial order to suspend CAQ applications’ processing on December 30, 2020. This suspension was applicable for international students attending ten specific private colleges under the Ministry of Higher Education’s investigation.

Those who wish to study in Quebec usually need to obtain a CAQ along with a study permit.

According to MIFI, the suspension of the receipt and processing of CAQ applications was in the public interest. This suspension was to carry on till April 1, 2021. They went on to say that the break was for temporary selection for studies submitted by global students. They are the ones who get admitted to or enrolled in one of the ten academic institutions presently audited by the Ministry of Higher Education.

There are quite a few Designated Learning Institutions (DLIs) affected by the decision. These include CDI, Montreal Campus of Cégep de la Gaspésie et des Îles, and Canada College.

These DLIs have appealed against the decision to the Quebec Superior Court. They managed to get injunctions against the policy successfully.

DLIs are academic institutions approved by the Quebec government to admit international students.

The Superior Court gave their decision on January 11, 2021. They said that, “The Ministry’s mistrust of these programs is not unreasonable, but that the suspension constitutes a significant inconvenience for these students who have organized their lives to studying in Québec this winter.”

The court also asked MIFI to resume CAQ applications and renewals.

The Superior Court decision will now allow thousands of students to continue or undertake their education in Quebec in the coming months. Otherwise, these students would not have obtained a study permit.

International students must study in Quebec to do the following steps.

  1. First, choose a program of study and a DLI.
  2. Obtain admission to the program of study of their choice.
  3. Upon receipt of a letter of acceptance, apply for a CAQ. This document is needed for studies that exceed six months.
