Marco Mendicino, the Canadian immigration minister, made the announcement of introducing two new immigration programs. These programs will be temporary in nature and are:
- Immigration programs for refugees in Quebec.
- Immigration programs for refugees in other Canadian provinces.
These two programs will be for nurses, service aides, and orderlies only.
The applications will remain open from December 14, 2020, to August 31, 2021. It is important for all applicants to meet the existing admissibility requirements. These include those in relation to security, health, and criminality.
Applicants may include their family members, who are in Canada to be a part of the PR application.
The authorities will also consider the internship experience of the applicants. This will be irrespective of whether it was paid or not.
Nonetheless, it needs to be a crucial part of a post-secondary study program, professional order requirement, or vocational training program in one of the designated occupations.
The new course will also be applicable to the common-law partners and spouses of applicants who lost their lives due to Covid-19 infection in Canada. It may be possible for these family members to be eligible if they entered Canada before August 14, 2020.
It is crucial for applicants to send their applications to the IRCC website. The department will make decisions that will allow applicants to get their PR. However, this decision will depend on whether the applicants fulfill the eligibility criteria and other requirements.
Applicants in Quebec
It is important for candidates in Quebec to submit their applications first to IRCC. After the department determines that an applicant fulfills all the requirements, Quebec will then take over the application.
The immigration department of Quebec, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) will validate every applicant. They will validate whether applicants meet the requirements for their special immigration program.
Upon successful validation, applicants will receive a Quebec Selection Certificate or CSQ.
After meeting all the eligibility requirements, the federal government will grant permanent residence.
Quebec controls more immigration powers than any other Canadian province. They can also set their own separate eligibility criteria for refugees.
For Quebec selection, applicants should have:
- Applied for asylum before March 13 and received a valid work permit.
- Worked for a minimum of 750 hours in an eligible occupation before September 1, 2021.
- Worked for a minimum of 120 hours out of the above 750 hours between March 13 and August 14, 2020.
Those internships that completed in the health sector as a part of a program of study leading to eligible jobs or to meet the needs of a professional order of such a job may be considered towards the hours needed by the program.
The Quebec program will also accept applications from partners and spouses of refugee claimants. These claimants were employed in employment that is eligible for the program between the period of March 13 and August 14, 2020. They will also accept applications from family members of those who contracted or passed away from the recent global Covid-19 attack.
This new immigration program is the result of several months of negotiations between the Quebec and Canadian government. There is no maximum limit to the number of applications for the Quebec program.
