List of Occupations in Newfoundland and Labrador That Are Exempt from Labour Market Testing

Newfoundland and Labrador have come up with new steps to make it simpler for employers to hire foreign workers. These foreign nationals will help to deal with the labor shortages in the province with the help of the Atlantic Immigration Program (AIP).

The province made public a list of different occupations that do not require provincial labor market testing processes.

These processes include the Job Vacancy Assessment (JVA). It is quite similar to a Labour Market Impact Assessment (LMIA). However, JVA proves that an employer has used up all possible options to hire a proper candidate from the local market. This is before inviting an immigration applicant to fill up a vacancy.

Apart from the JVA, the AIP has its own labor market testing requirements. This includes advertising.

To reap some benefits from the exemption, it is important for a candidate to have a job offer in an in-demand occupation. These occupations in Newfoundland and Labrador are in three primary sectors – the Health Care sector and the Information and Communications Technology sector (ICT).

Occupations in the in-demand healthcare sector that are exempt from the provincial labor market testing include:

  • Physician
  • Licensed Practice Nurse (LPN)
  • Nurse Practitioner (NP)
  • Clinical Psychologist
  • Personal Care Attendant (PCA)
  • Radiation Therapist
  • Medical Physicist
  • Dosimetrist

Occupations in the in-demand ICT sector that are also exempt from the provincial labor market testing include:

  • Software Developer
  • UI/UX Developer
  • Biomedical Engineer
  • AI Developer
  • Electrical Engineer
  • Python Developer
  • Mechanical Engineer
  • .NET Developer
  • Web Developer
  • Security Specialist
  • Infrastructure Engineer
  • Bioinformatician
  • Cloud Specialist
  • Research Associate
  • Computer Network Support
  • Offshore Technician
  • Data Analytics
  • ROV Operator
  • Technical Writer

What is AIP?

The Atlantic Immigration Pilot or AIP is a fast-track employer-driven immigration program. It lets employers from four Atlantic Provinces of Canada to hire foreign workers. They hire such workers after they fail to find a suitable local worker for the job.

The four Atlantic Provinces of Canada include:

  • New Brunswick
  • Nova Scotia
  • Prince Edward Island
  • Newfoundland and Labrador

An immigration candidate who enters Canada through the AIP will always have a job offer from an employer from one of the four provinces named above.

After a foreign national accepts a job offer from an employer, it is the duty of the employer to connect the candidate with a designated settlement service provider organization. This will help the candidate come up with a settlement plan and carry out a requirement assessment.

If it is important for an employer to fill up a position urgently, they may get access to a temporary work permit. This will allow a candidate to enter Canada sooner. It is important for a candidate to commit to applying for permanent residence within 3 months of the temporary work permit application.
