Canadian Schools Have Started Accepting Global Students

Canadian schools that have their Covid-19 ready plans, may accept new foreign students from October 20.

Earlier, only global students with valid study permits could travel to Canada. It was important for the permit to be valid as of March 18, 2020.

Designated Learning Institutions (DLIs) include universities, colleges, different other academic institutions whom the government has given permission to accept foreign students. These DLIs can now accept foreign students without giving much importance to the date of acquiring study permits.

You need to fulfill two conditions in order to enter Canada as a student.

  1. You should have a valid study permit or a letter of introduction. It should show that you have the approval to obtain a study permit.
  2. You should attend a designated DLI that has a Covid-19 readiness plan. The plan should have the approval of its territory or its province.

The authorities may consider your Canada visit essential if you have all the necessary documents. Your DLI should also be on the approved list.

They will not consider your travel to Canada, as a student, essential if:

  • Your study program has been suspended or canceled.
  • You enter Canada for any other reason except study.

It is essential for students to quarantine themselves for 14 days after arrival in Canada.

DLIs need to have a proper Covid-19 readiness plan in order to welcome global students. The plan should have the approval of the respected territory or province.

The Covid-19 plan should describe the way DLIs intend to manage the essential quarantine period for all students. This should include necessary arrangements for transit to the student’s quarantine spot.

The DLIs should provide proper support and information to their students about ways to get necessary items during the quarantine period. These include foods, health insurance, and medicines.

If there are doubts about their readiness plans, foreign students may contact their schools.

Students planning to study in approved DLIs may travel to Canada. IRCC has said that this list of approved institutions will have more named added in the future. You can find a complete list of approved DLIs on the IRCC website.

This list will be updated as more names get added to it. Canada may remove some DLIs if they fail to meet their respective territorial or provincial public health needs.

If you admitted to an approved DLI, you cannot board the flight to Canada. No family member may travel to Canada before the student.

Number of Post-Secondary Schools with Approved Covid-19 Readiness Plans

All post-secondary DLIs have the approval to allow global students in Quebec. It is still better to check the list of DLIs.

Listed below are the number of post-secondary DLIs in each province.

  • Alberta – 39
  • British Columbia – 39
  • Manitoba – 10
  • New Brunswick – 13
  • Newfoundland and Labrador – 3
  • Ontario – 14
  • Prince Edward Island – 5
  • Saskatchewan – 7
  • Yukon – 1

Nova Scotia, North West Territories, and Nunavut post-secondary DLIs do not have permission to allow foreign students.

Primary and Secondary In Different Provinces

  • All Canadian primary and secondary schools need to follow the health regulations set by different provinces and territories.
  • Such schools in Quebec have the approval of the authorities to allow global students.
  • In provinces like PEI, NB, BC, and Manitoba, all the private and public primary and secondary schools have the approval to allow foreign students.
  • In provinces like Ontario, Alberta, Yukon, Saskatchewan, NW Territories, NS, and Nunavut primary and secondary schools do not have the permission to allow foreign students.

Current Update on Employer Job Offer: Foreign Worker Stream

The Employer Job Offer: Foreign Worker stream opened on October 21, 2020. It successfully came to a close once the internal registration limit of 1,250 was met. At present, the stream is closed and no new registrations will be accepted.

The demand for OINP is high. The province of Ontario regularly balances intake across all its streams. This includes strategically managing each application intake. This helps to ensure that the program meets the requirements of employers. They also strategically fill certain labor market gaps across the province.

The OINP will carry on monitoring their application intakes across all the streams. This will help them determine if the Masters Graduate, Employer Job Offer: International Student and Foreign Worker streams will be made available this year.
