Quebec is all set to increase its immigration processing fees from January 1, 2021. These changes will happen every year. The basis of these changes will be the yearly change in the average all-items consumer price index.
Following are the fee increases from January 1, 2021, in Quebec:
- The fee for principal applicants applying as skilled workers will increase from $812 to $822.
- Every family member accompanying the primary applicant will have to pay a fee of $176 instead of $174.
- There has also been an increase in the fees for validating permanent job offers and assessing the effects on the Quebec labor market from $202 to $205.
- Fees for principal business immigration have also increased from $15,763 to $15,962 and from $1,099 to $1,113. The first is for Quebec investors and the second is for Quebec entrepreneurs and Quebec self-employed workers.
- Fees for foreign student and temporary worker applications have increased from $202 to $205.
- Comparative assessments for studies conducted outside Quebec have gone up from $121 to $123.
The above fees are towards the cost of processing immigration applications to Quebec. Once an immigration application is complete, you may have to pay other fees depending on your file. This may include the cost of translations, language tests, and supporting documents.
Further Changes to Come In 2021
There was a recent announcement by Quebec regarding changes to the submission of application documents. These documents are for foreign nationals under the Quebec Experience Program and the ISP.
From January 26, 2021, it will become mandatory for all applications submitted under these two programs to be done electronically. Minister of Immigration of Quebec will not accept paper applications post January 26.
Submissions for applications under the ISP should be online. This needs to be through the Online application for temporary selection for studies.
For applications under the PEQ, online services will be on the Arrima portal. This shall be around mid-January.
All the supporting documents, which include the fee payments and the application form, need to be done through Arrima from January 26, 2021.
The announcement made by Quebec also mentioned that electronic transmission of documents will be compulsory for the three new permanent immigration pilot projects. These shall be implemented in 2021 and include:
- Pilot program for orderlies
- The pilot program for workers in food processing (FP)
- Pilot program for workers in the artificial intelligence (AI), visual effects, and information technologies (IT) sectors.
Quebec’s Admission Targets For 2021
For the year 2021, Quebec has a target of inviting 27,500 to 29,300 immigrants. This number includes up to 24,200 skilled workers for the purpose of its economic immigration programs.
They have set a maximum limit of 4,300 admissions for their business immigration programs. This includes the Self-Employed Program and Quebec Entrepreneur Program.
Another 800 admissions will be various other economic categories, like live-in caregivers.
10,200 new PR holders are expected to enter Quebec through refugee, family sponsorship, and different other immigration programs.
